I seem to have different size labia.
My labia "lips" are very weird. My left one I can stretch out. It also hangs out of my
vagina. It is also wavy on the edge, like hilly. Is there something wrong with
different sized labia, because my left one is huge, and my right one is really small?

If it's always been like this then there's nothing wrong. I haven't seen a study on labia sizes, but I can tell you that at least 40% of women have noticeably different sized
breasts and more than half of the men out there have one testicle that hangs lower than the other. There's even an article on this site about
different sized lips and you may want to read it to get one woman's perspective on the subject.
So there's nothing wrong with you or your labia and you're totally normal. Of course if it really bothers you, there is a surgical option, although I only recommend surgery in cases where you feel that something is strongly affecting the quality of your sex life. It is usually done on an out-patient basis with just a local anesthetic. The pain is minimal and sexuality shouldn't be affected in any way. The cost will be about $1,500. If you go this route
to change your different sized labia, see a doctor who specializes in labia reduction surgery (or at least advertises that they offer it) and be sure to check out photos of their past work
on labia.
